Tourism highway construction projects not only have the benefits of reducing vehicle operating time and costs, saving travelers' on-routing time, and reducing traffic accidents, but also have the benefits of increasing income of tourist attractions and expanding the employment opportunities. On the other hand, the construction of a tourism highway also inevitably brings the tourism environment pollution negative issue. This paper attempted to improve the socio-economic impact comprehensive evaluation method of a tourism highway, and is based on the "having and without projects" comparison method to evaluate the socio-economic impact of tourism highway, especially on the environmental protection expenditure cost and increasing employment benefit. Finally, we took the section of Hubei village to a fruit farm on the highway of Moqi to Yanji and the related Jingpo Lake tourism attraction as an example to verify the proposed method. This paper will be helpful in determining whether and to what extent changes the feasibility evaluation index.
