The optimization of traffic flow in a signalized urban road network is influenced not only by roads conditions, but also by traffic design and signal timing of intersections. Traditional traffic assignment models did not consider the traffic design elements in detail, and can not reflect the influence of traffic design on network traffic flow. The traffic flow optimization model was applied on a small urban road network in which all intersections were controlled by traffic signals. The model optimized the green splits and cycle length of traffic signals based on the traffic assignment model with fixed signals, and got the optimization result of road network traffic flow for a traffic design plan. This paper builds the traffic flow optimization model in urban road network with signals, studied the algorithm to solve the problem in an experiment network with VBA programming. The study indicated that the model had good convergence and global optimality, and could get the optimized network traffic flow for a traffic design plan.
