Energy savings and emission reduction have become pressing issues towards sustainable development. Currently, detection equipment - such as loops and cameras, which are widely used to collect traffic data - cannot be used to monitor vehicle fuel and emissions. Determining a method to use traffic condition data to estimate fuel and emissions is important and meaningful. In this paper, automobile fuel consumption rates are analyzed - considering vehicle engine performance and the universal characteristics of an engine - under four different driving conditions:(1) constant velocity; (2) acceleration; (3) deceleration; and, (4) idle stop. For vehicle emission analysis, a vehicle specific power (VSP) model was adopted. First, main parameters were selected and a formula to calculate specific power parameter was derived. Second, an appropriate step size for interval division was selected to get the emission rate for every VSP interval using the measured data and emission model. Finally, a motor vehicle exhaust emission measurement model was developed based on VSP.
