The need to preserve historical and cultural heritage adds more pressure to the already limited transportation resources in historic urban areas. The largely mixed motorized and non-motorized traffic not only poses safety concerns but also worsens congestion issues. Bicycle improvement is helpful to improve transportation in historical areas. An effective approach of separating bicycles from motorized traffic is proposed. Taking the old town of Zhenjiang as an example, a survey was conducted in 2008. According to the survey, the necessity and feasibility of separating bicycles from motorized traffic is analyzed. The survey focus includes five aspects: road infrastructure, traffic operations, motorization challenge, bicycle travel demand, the cyclists' acceptable detouring distance and public support. Finally, planning requirements and policies on the development of an independent bicycle network are discussed and proposed. These include concepts and organizational strategies of separating bicycles from motorized traffic, road infrastructure configuration and bicycle transportation technology policies.
