The White Paper on National Land Passenger Transport Policy (1996) proposed a number of changes to the South African public transport system. These changes are based on the principle of regulated competition with the national goal of subsidiarity in mind. The National Land Transport Transition Act (NLTTA), Act 22 of 2000, is starting to give form to the changes as envisaged in the White Paper policy. As one of the key thrusts, the NLTTA places an obligation on all spheres of government to promote public transport and to facilitate the increased utilization of public transport. This Act also directs that it is a basic principle that the provisions of adequate public transport infrastructure, facilities and services must be given higher priority than private transport, inter alia by applying travel demand management measures to discourage private transport.
