The shipping market is characterized by high fluctuation range and obvious periodicity which greatly influence the fleet planning. In this paper, a linear programming model is developed for one fleet to minimize the cost within a circle of shipping market. Then an optimal strategy for development can be obtained in three modes, namely, purchasing, charting and joint venture ships. Finally, a numerical test regarding a complete cycle is carried out to testify the validity of the model. Results show that the dynamic method based on the periodic variation of shipping market can successfully reduce the capital risk.
