Intelligent Vehicle Dispatch System (IVDS) is the importation component of the Intelligent Transportation Systems. The key of IVDS is Vehicle Routing Problem (VRP). This paper analysis all kinds of the existing optimum vehicle routing model and establish a new model based on dynamic traffic information to resolve the VRP, the model meet the strict request of timeliness of customers and make the best of dynamic traffic information; then building the practical data structure of the model; finally analysis the model based on a case to validate the validity of the model. The conclusion indicate that the routing of the Public Traffic Vehicles must sufficiency consider the dynamic traffic Information of road network.
