To avoid collisions and long waiting times on the junction from freeway off-ramp to urban roads in mixed traffic, the first-in and first-out (FIFO) algorithm and intelligent driving model (IDM) are present. Then the cooperative control strategy is proposed from the perspective of the cyber-physical system to guarantee that the mixed vehicle platoon with connected and autonomous vehicles (CAVs) and connected human-driven vehicles (CHVs) can consistently travel within the traffic signal light proximity. The fuel consumption is employed as an evaluation metric to verify the reliability of the developed control strategy. The experimental simulation results show that the proposed control method can make the mixed vehicle platoon consistently and stably pass freeway off-ramp to the Vicinity of Traffic Signal Light (VTSL) in a green phase and improve the fuel economy.
