This paper proposes a Surface Dwelling System for support of initial Mars exploration. It is designed to function as an Earth/Mars transit system and reconfigure, upon arrival at Mars, to function as a surface referential shelter/lab for long term occupation. The system is composed of self-contained modular units that may be transported individually to low Earth orbit by a Shuttle or Buran type system, or launched as an assembled unit in an Energiya class HLV.
