The emphasis and difficult problem in traffic impact analysis is how to forecast and simulate the traffic impact after the project is built. This paper studies the traffic impact after the project is built by combining the method of artificial neural networks and traffic simulation analysis, and establishes the traffic impact forecast model. The input variables of the model are the traffic flow generated by the project, the distance between the project and each link, and the initial saturations of the links of the network. The output variable of the model is the road degree of saturation after the project is built. This model's predict precision is more than 90%. This paper also simulates and analyses the running conditions of surrounding road network before and after the project is built using software of VISSIM, and the traffic impact after the project is built can be analyzed straightly from such indexes as the saturations of links, average travel time, average link delay and so on..
