This paper uses a Monte Carlo model to estimate the vehicle delays in the condition of green traffic-light controlled by pre-timed four-phase signal. Here the vehicle delay is mainly caused by pedestrians who disobey traffic signals at the road junction. In the model, the signal cycle is divided into a series of sub time and each sub time lasts 1s. The model includes five sections: pedestrian generator, pedestrian behavior model, vehicle generator, vehicle behavior model, and statistical model. Pedestrian generator is used to generate a sequence of pedestrian arriving at the crosswalk. Pedestrian behavior model includes a series of rules about pedestrians crossing the road. Vehicle generator is used to statistically generate the vehicles reaching the road junction. Vehicle behavior model includes a series of rules for vehicles passing the junction of road with crosswalk. The statistical model calculates the average delay of vehicle arriving at each sub time and total average delay as well. In the end, the model is validated by the data collected from an intersection in Dongguan. The results prove that the proposed model can meet the requirement of time optimization controlled by signal when there is a vehicle delay at each sub time.
