China has identified New Energy Vehicles (NEVs) as a strategically emerging industry. Nonetheless, disputes on current policies and practices for boosting NEVs continue. Three prevalent controversies were addressed:(1) A comprehensive comparison in energy saving and emission reductions should be conducted based on a well-to-wheel analysis. The net amount of electricity consumed by NEVs, and the benefits from combining mobile emission resources (vehicle fleet) into stationary sources (power plants) must be considered.(2) An energy supply strategy is indispensable for guiding the construction of NEV charging facilities. NEVs should utilize the redundant electricity at night with the slow-charging mode. Fast-charging and battery swap stations should be considered only as supplementary facilities. (3) Incentives for purchasing NEVs could also stimulate the auto transportation demand. One important way to moderate the current one-sided policy is to affect car usage behavior by developing a habit of well-planned and rationalized trips through NEVs application.
