Priority to the development of urban public transportation has proven to be an effective way to improve resource utilization and alleviation of traffic congestion. However, the implementation effect of the "transit priority strategy" in the majority of Chinese cities has not been significant for many years. For this reason there is an urgent need to enhance the competitiveness of public transportation to attract more passengers. This paper is going to establish an evaluation index system for urban public transportation competitiveness based on the analysis of factors affecting travel mode choice. The weight of each index is determined using AHP. A comprehensive evaluation of the public transportation competitiveness is then made through the use of extension method based on matter-element model. Finally, the rationality of the evaluation index and the validity of the model are proven through a case study.
