When incidents such as accidents or construction zones occur on a highway section during inclement weather, highway administrators should carefully set speed limits on the upper stream of the roadway section while implementing other diversion measures to avoid further crashes or severe congestion. Testing the speed limit effects on actual roadways during bad weather, the researchers conducted a microscopic simulation study via VISSIM to evaluate and compare the comprehensive safety effects of these speed limits combinations under two typical traffic organization scenarios. The results suggested that speed limit combinations could be quantitatively evaluated and also provided a set of optimized speed limits for inclement weather.
