The common traffic control strategies of urban extra-long tunnels are to forbid lane changing and set speed limit measures. A common puzzle for the study of traffic flow characteristics of the tunnel is that there is no GPS in the tunnel. Therefore, it is difficult to obtain enough traffic information of tunnel traffic. There is always no test coil implanted in the tunnel area. Lack of traffic flow data makes it hard to do research on traffic control strategies of tunnels. In this paper, traffic control and speed management strategies are designed for a newly constructed tunnel in Guangzhou. We use the surveillance video data of Shanghai Chang Jiang Tunnel to calibrate the speed characteristics of different types of vehicles in urban long tunnel. According to the traffic accident data of several tunnels and relevant research of drivers’ physiological features while driving in tunnels, relative parameters in simulation are calibrated. VISSIM is used to study traffic control strategies and speed limit measures of long tunnels, with comprehensive consideration of traffic safety and traffic efficiency. The results of the simulation are analyzed, and conclusions are drawn regarding appropriate traffic control strategies for expressway tunnels.
