The discovery of "small-world" and "scale-free" properties, which is even viewed as ubiquity, has stimulated a great deal of interest in studying the underlying organizing principles of such complex networks. In this paper, a novel topological structure of traffic networks driven by activities is set up. The present topological approach enables us to establish an evolving model of growing traffic networks in peak hour by a bi-level network, incorporated into travelers' route choice behaviors. Finally, an analytical discussion shows that scale-free networks can be obtained from the present model.
