Although the Moon remains an obvious target for a new generation of human exploration missions, the demise of heavy-lift launch capabilities and the decline in space program expenditures might appear to place the Moon beyond our grasp. This paper will propose a strategy for renewing human exploration by fully exploiting existing space systems and establishing a staging point at the edge of the lunar gravity well. This plan is aimed at returning humans to the Moon by the end of this century and surpassing the accomplishments of Project Apollo through a sustained and affordable program of exploration with progressive growth in size and scope.
