Unsignalized intersections are an essential part for traffic control in the road network. A poorly managed unsignalized intersection may become the source of traffic congestion. The motion information of individual vehicles approaching and/or crossing unsignalized intersections is valuable, which can be provided through vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communications in a connected vehicle environment. In this paper, a cooperative management strategy is proposed to control the motion of vehicles to ensure that vehicles cross unsignalized intersections safely and effectively. Vehicles coming from major roads are given absolute priority in this strategy. Finally, a gap choice model is introduced for vehicles on minor roads to ensure the priority of vehicles on major roads.
