In order to relieve traffic congestion, the traffic signals of an artery system should be coordinately controlled. Therefore, firstly, modifying the cell transmission model and considering the delay time of the platoon dispersion of the exit lane, traffic flow models on the ordinary, merging and diverging links are developed respectively. Secondly, if common the cycle of artery system cannot be optimized, it is ineffective to optimize other parameters. So based on the relationship the of signal cycle, offsets, splits and the connection of offsets in each direction, a new optimal control system with bi-level hierarchical structure is presented. At the first level, the cycle and two-way offsets are determined simultaneously in accordance with traffic flows on the main road and secondary roads, which can cause delays of the artery system. At the second level, a split of each intersection is determined to cause less delays. To solve the new model, a modified particle swarm algorithm is advised by the changeable inertia factor at a different stage. Finally, the new model is used for the artery system and good results are obtained.
